BANCA D’ITALIA / PUBLISHED 04 FEB 2026

One rate cannot describe every payment.

Antifrog briefing · Reviewed 6 November 2026

The development

Banca d’Italia published its report on fraudulent payment transactions for the first half of 2025. It reports an overall fraud rate of 0.003% by value, with differences across instruments and channels. Payer manipulation remains the predominant form of bank-transfer fraud in this report.

Our interpretation

Our reading: benchmark a like-for-like population before drawing a conclusion. These are Italian reporting data for a stated period, not a target for an individual merchant. Ask whether your comparison uses value or counts, and which instruments it includes.
